What is the difference between taxable, exempt, and zero-rated supplies under GST?

Under GST (Goods and Services Tax) in India, supplies are classified into three categories: taxable, exempt, and zero-rated supplies. Each category has different implications for taxability, input tax credit (ITC), and compliance. 1. Taxable Supplies: Definition: Taxable supplies are goods and services on which GST is charged at the applicable rates. These rates could vary (5%, 12%, 18%, or 28%). Input Tax Credit (ITC): Businesses can claim ITC on the GST paid on inputs and services used to manufacture taxable supplies. This helps reduce the tax burden. Example: Most goods and services, such as electronics, restaurant services, and clothing, are taxable. 2. Exempt Supplies: Definition: Exempt supplies are goods and services on which no GST is levied. These supplies are either exempt by law or fall under a specific exemption category. Input Tax Credit (ITC): ITC is not available for exempt supplies. This means businesses cannot claim credit for the GST paid on inputs used to produce exempt supplies. Example: Items like basic foodstuffs (vegetables, grains), healthcare services, and educational services are exempt from GST. 3. Zero-Rated Supplies: Definition: Zero-rated supplies are goods and services that are subject to a 0% GST rate. While no tax is charged on these supplies, they are still considered taxable under GST law. Input Tax Credit (ITC): Unlike exempt supplies, ITC is available on zero-rated supplies. Businesses can claim back the GST paid on inputs used to produce zero-rated goods and services. Example: Exports of goods and services and supplies to Special Economic Zones (SEZ) are zero-rated. In summary, taxable supplies are subject to GST with the possibility of claiming ITC, exempt supplies are not taxed and do not allow for ITC, and zero-rated supplies are taxed at 0% but allow businesses to claim ITC.
