As the country’s preeminent diplomatic entity it is the main point of interaction between India’s domestic legal structure and the international legal community. Core Functions The MEA’s role is seen in its main functions:. Treaty Negotiation and Conclusion: MEA which is the nodal agency for all bilateral and multilateral treaties and agreements with foreign countries and international organizations. Also its Legal and Treaties Division gives expert legal input to all ministries and government departments during the negotiation process to which is aligned with India’s national interests and international responsibilities. Ratification and Domestic Implementation: While at the time of the negotiation and signature of a treaty the MEA is the lead, for a treaty to have domestic legal force it must be ratified which in many cases requires also a separate act of Parliament. The MEA works with other ministries to put in place the required domestic legislation which will bring India’s laws in to agreement with its international obligations.
