History of Land Revenue in India Colonial Era: During British rule, land revenue systems like the Zamindari system, the Ryotwari system, and the Mahalwari system were introduced to collect revenue from farmers and landowners. Most states abolished systems like Zamindari and implemented new ones that were more beneficial to the common farmer. Types of Land Revenue in India Land revenue can broadly be categorized into the following: a) Agricultural Land Revenue The tax imposed on land used for agricultural purposes is called land revenue in many states. This tax is based on the area of land and often takes into account the potential agricultural yield (productivity of the land). The rates for agricultural land are usually low, considering the nature of farming in India, and many states offer exemptions for small or marginal farmers. b) Non-Agricultural Land Revenue This is levied on land that is used for purposes other than agriculture, such as for commercial, industrial, or residential purposes. Non-agricultural land is typically taxed at higher rates than agricultural land since it is often used for more profitable purposes. c) Land Revenue on Urban Land Urban areas also have land revenue laws that focus on urban properties like residential houses, commercial buildings, and plots. This is usually governed by local municipal corporations or urban development authorities, and the tax is linked to property value and land usage. 4. Land Revenue Assessment Land revenue is generally assessed based on the area of the land and the fertility of the soil. In some states, the revenue may also depend on the land’s classification (such as wetland, dryland, etc.). The land revenue rate varies from state to state, and local agricultural or zoning conditions play a big role in determining the rate. 5. Land Revenue Collection Process The state government collects the land revenue, and the process is usually managed by the Revenue Department or District Revenue Office. The revenue is typically paid annually, and failure to pay can result in penalties or the forfeiture of land (in extreme cases). Landowners or tenants (depending on the laws of the state) are responsible for paying the land revenue. 6. Important Terms Related to Land Revenue Jamabandi: A land revenue record that shows the rights of landowners, tenants, and details of revenue paid. Khasra: A record of land holdings, showing the land’s boundaries and dimensions, typically maintained in rural areas. Pattas: Documents that record ownership of land, often required when paying land revenue. Land Settlement: The process by which land rights are settled, and land revenue is fixed, often done when the land changes ownership or when the landholder moves. 7. Land Revenue Reforms Post-Independence After India’s independence, several reforms were implemented to make land revenue collection more equitable and efficient: Abolition of Zamindari System: One of the significant steps was the abolition of the Zamindari system, where intermediaries collected taxes on behalf of the government, often exploiting farmers. Land Ceiling Laws: Many states enacted land ceiling laws, which limit the amount of land an individual or family can own to prevent the concentration of land in a few hands and to ensure equitable distribution. Land Revenue Code: States adopted Land Revenue Codes, which are legal frameworks to govern land revenue collection, settlement of disputes, and land registration. 8. Land Revenue Exemptions Certain categories of land may be exempted from land revenue: Land used for agriculture by small farmers or those in the Scheduled Castes (SC) or Scheduled Tribes (ST) categories. Government land or land used for educational and religious purposes may also be exempt from land revenue in some states. In some states, land under forest cover or wildlife reserves may not attract land revenue. 9. It plays a role in deciding how land is developed, transferred, or leased. 10. Land Revenue and Land Records Proper maintenance of land records is essential for effective land revenue collection. It ensures clarity about ownership, land rights, and the accurate assessment of taxes. Digitization of land records, such as the Bhoomi Project and Digital India Land Records Modernization Programme (DILRMP), has been implemented to make the process more transparent and reduce fraud or disputes.
