1. What is Mutation of Land? Mutation of land is the process of updating government records to reflect the change in ownership of a property. This is done after buying, inheriting, gifting, or transferring land. Purpose: Ensure the new owner is recognized for property tax, legal rights, and administrative purposes. Legal basis: State-specific Land Revenue Acts and municipal property records. 2. Who Can Apply for Mutation? 1. New Owner: After buying or inheriting property. 2. Legal Heirs / Nominees: In case of inheritance or will-based transfer. 3. Seller / Transferor: Sometimes initiates mutation to update records. 4. Authorized Representative / Agent: With a power of attorney. 3. Steps to Apply for Mutation of Land Step 1: Collect Required Documents The documents may vary by state, but generally include: 1. Proof of Ownership / Transfer: Registered Sale Deed, Gift Deed, Partition Deed, or Will (if inheritance). 2. Proof of Identity of Applicant: Aadhaar card, Voter ID, Passport, PAN card, or Driving License. 3. Proof of Address: Utility bills, ration card, or bank statements. 4. Property Tax Receipts / Old Records: Previous property tax receipts, old mutation certificate, or land revenue receipts. 5. Affidavit / Declaration: Some states require an affidavit declaring the change of ownership. 6. Nominee or Heir Documents (if applicable): Succession certificate, legal heir certificate, or will. Step 2: Fill Mutation Application Form Most states provide a standard mutation application form at: Local Revenue Office / Tehsil / Sub-Registrar Office Online portals (under BNS/BNSS digital systems) The form usually requires: Details of the property (survey number, area, location) Previous owner’s name Applicant’s details Nature of transfer (sale, gift, inheritance) Step 3: Submit the Application Two methods: 1. Offline Submission: Submit the filled form with all documents at the local Tehsil, Sub-Divisional Officer, or Revenue Department office. 2. Online Submission (Modern Digital Method): Many states now allow online application for mutation: Upload documents digitally Pay applicable fees online Receive acknowledgment receipt Tip: Always get the acknowledgment or application number for tracking. Step 4: Verification by Authorities The Revenue Department / Municipality verifies: Ownership documents (sale deed, will, etc.) Identity of applicant Payment of property taxes Authorities may conduct a site visit or survey to confirm the property details. Step 5: Mutation Entry in Records After verification, the mutated ownership is updated in: Land Revenue Records (Jamabandi / Khatauni) for rural areas Municipal Property Tax Records for urban areas A Mutation Certificate (Khata / Khatauni in some states) is issued to the new owner. Step 6: Payment of Fees (if applicable) Many states charge a small mutation fee, depending on: Type of transfer (sale, inheritance, gift) Area of property State rules Payment can be made: Offline at the Tehsil or Sub-Registrar office Online through the state’s e-governance portal 4. Timelines for Mutation Offline: Usually 1–3 months depending on verification and site visits. Online: Can be faster (15–30 days) in states with BNS/BNSS digital systems. 5. Key Tips and Practical Advice 1. Keep Copies of All Documents: Sale deed, old mutation records, ID proofs, and acknowledgment receipts. 2. Check Property Tax Payment: Ensure all previous property taxes are paid, as pending taxes can delay mutation. 3. Track Online Status (if available): Many states allow checking application status online using the acknowledgment number. 4. Nominee Declaration: In case of inheritance, ensure the legal heir certificate is valid. 5. Correct Property Details: Verify survey number, plot area, and property address to avoid future disputes. 6. Modern Digital Perspective (BNS/BNSS) Several states now use digital mutation through BNS/BNSS portals, which allows: Uploading documents digitally Online verification and acknowledgment Reduced in-person visits Tracking mutation status online Example portals: Delhi: (https://edistrict.delhigovt.nic.in) Karnataka: (https://www.karnataka.gov.in/landrecords) Benefits of Digital Mutation: Faster processing (2–4 weeks in many states) Transparent record of ownership Immediate update in property tax databases 7. Summary Mutation of land is essential to update ownership records in government revenue or municipal databases. Steps to Apply: 1. Collect documents (sale deed, ID proof, property tax receipts, affidavit). 2. Fill the mutation application form (offline or online). 3. Submit the application with documents to the Revenue Office or online portal. 4. Authorities verify ownership and property details. 5. Mutation entry is updated in official records. 6. Pay fees (if applicable) and receive the mutation certificate. Modern methods (BNS/BNSS portals) make it faster, transparent, and convenient.

Dear Client, If you now buy a property through the sub-registrar’s office, you need not apply for a separate mutation certificate as the registration office automatically sends your details to the concerned system. This shall then be put up in the notice board, and on no objection within 30 days, the name shall be uploaded in the mutation certificate. If you receive the property through will, gift, or succession, you must register it through bhoomi portal or the Bangalore One Centre. This shall be followed by the submission of documents and shall be completed by paying a fee of 35 to 50 rupees. This shall be followed by a local officer who shall verify the documents and the plot of land. The status of the same can also be checked through the above mentioned bhoomi portal. I hope this answer helps. For any further queries, please do not hesitate to contact us. Thank you.
