The e-Dhara system is a digital land records management system introduced by the Government of Gujarat to modernize and simplify the maintenance and access of land records. Traditionally, land records were maintained manually in village offices, which often led to delays, errors, and lack of transparency. The e-Dhara system replaces this manual process with a computerized and centralized database. Under this system, all land records such as Record of Rights (RoR), ownership details, and mutation entries are digitized and stored electronically. These records are managed through e-Dhara Kendras (centers) set up at the taluka level, where authorized operators handle updates and issue certified copies. Citizens can visit these centers to obtain documents like the 7/12 extract (Satbara) or 8A records, which are essential for proving ownership, applying for loans, or carrying out property transactions. The system ensures that these documents are provided quickly and with official authentication. One of the key features of e-Dhara is that it reduces the chances of tampering or fraud in land records because all changes, such as sale, inheritance, or transfer of land, must go through a proper mutation process and are recorded digitally. Each transaction is tracked, and records are updated in real time or near real time after verification by revenue authorities. This improves accountability and reduces disputes related to land ownership. The system is also linked with online portals, allowing citizens to view certain land records from anywhere without physically visiting government offices. This increases convenience and saves time. In addition, integration with other government departments, such as registration offices, helps in automatic updating of records after property registration.
