These records also help in identifying whether the land is agricultural, residential, commercial, or designated for public purposes. Another important document is the Encumbrance Certificate (EC), which provides a complete history of transactions related to a property, such as sale, mortgage, lease, or transfer. If the land is government-owned, the EC will indicate the government as the owner, and usually there will be no private transactions recorded, making it easier to verify the status. Apart from these records, local revenue officials like the Patwari at the village level or the Tehsildar at the sub-district level maintain and update land records and can provide authoritative confirmation of whether a land parcel is government property or privately owned. These officers can also guide on the classification of the land and any restrictions on its use or transfer. Electronic government (E-Government) websites allow everyone to access land records (leasehold properties) via the web, within minutes, by providing ownership, area, revenue, and encumbrances or legal notes. To begin your search, you should visit your state’s official Bhulekh Land Record website. While your state’s Bhulekh website may have a unique look, the steps outlined for each Bhulekh website will all follow a similar format.Open your state's official land record website, select your district, tehsil or sub district, and village, then search using the plot number, survey number, or Khaira number. Some major state portals are UP Bhulekh at upbhulekh.gov.in, Karnataka Bhoomi at bhoomi.karnataka.gov.in, Gujarat’s records at anyror.gujarat.gov.in, Maharashtra at mahabhulekh.gov.in, Telangana Dharani at dharani.telangana.gov.in, Tamil Nadu at eservices.tn.gov.in, and Haryana Jamabandi at jamabandi.nic.in. Search using the plot or survey number and the records will show the owner's name if the owner is listed as a government department, it is government land and if it shows a private individual or company, it is private land. For a more clear answer, especially before any purchase or legal decision, visit the local Tehsildar or Talati office in person and request an official certified copy of the Record of Rights for that specific plot. This document is legally admissible and conclusively establishes ownership. You should also obtain an Encumbrance Certificate from the Sub Registrar's Office which will show all transactions and charges on the land over a specific period.
