The Jawaharlal Nehru University Act, 1966

(1) This Act may be called the Jawaharlal Nehru UniversityAct, 1966. (2) It shall come into force on such date1as the Central Government may, by notification in theOfficial Gazette, appoint.

In this Act, unless the context otherwise requires,-- (a) "College" means a college maintained by the University; (b) "Hall" means a unit of residence, by whatever name called, for students of the Universityprovided, maintained or recognised by it; (c) "recognised institution" means an institution of higher learning maintained or recognised by,or associated with, the University; (d) "prescribed" means prescribed by Statutes, Ordinances or Regulations; (e) "Statutes", "Ordinances" and "Regulations" mean, respectively, the Statutes, Ordinances andRegulations of the University made under this Act; (f) "University" means the Jawaharlal Nehru University.

(1) There shall be constituted in the Union territory of Delhi a University by thename of "Jawaharlal Nehru University". (2) The first Chancellor and the first Vice-Chancellor of the University and the first members of theCourt, the Executive Council and the Academic Council and all persons who may hereafter become suchofficers or members so long as they continue to hold such office or membership are hereby constituted abody corporate by the name of "Jawaharlal Nehru University". (3) The University shall have perpetual succession and a common seal, and shall sue and be sued bythe said name.

The objects of the University shall be to disseminate and advance knowledge, wisdomand understanding by teaching and research and by the example and influence of its corporate life and inparticular the objects set out in the First Schedule.

The University shall have the following powers, namely:-- (1) to provide for instruction including the method of correspondence courses in such branches oflearning as the University may from time to time determine, and to make provision for research andfor the advancement and dissemination of knowledge; (2) to establish within the Union territory of Delhi or outside that territory such Special Centresand Specialised Laboratories and such other units for research and instruction as are necessary for thefurtherance of its objects; (3) to organise and to undertake extra-mural teaching and extension services; (4) to hold examinations and grant diplomas or certificates to, and confer degrees and otheracademic distinctions on, persons and to withdraw any such diplomas, certificates, degrees or otheracademic distinctions for good and sufficient cause; (5) to confer honorary degrees or other academic distinctions in the manner laid down in theStatutes; (6) to create such teaching, administrative and other posts as the University may deem necessary,from time to time, and to make appointments thereto; (7) to appoint or recognise persons as Professors, Readers or Lecturers or otherwise as teachers ofthe University; (8) to institute and award Fellowships, Scholarships, Exhibitions and prizes; (9) to establish and maintain Colleges and Halls, to recognise, guide, supervise and control Hallsnot maintained by the University and other accommodation for students, and to withdraw any suchrecognition; (10) to regulate and enforce discipline among students and employees of the University and totake such disciplinary measures in this regard as may be deemed necessary; (11) to make arrangements for promoting health and general welfare of students and employeesof the University; (12) to determine and provide for examinations for admission into the University; (13) to recognise for any purpose, either in whole or in part, any institution or members orstudents thereof on such terms and conditions as may, from time to time, be prescribed and towithdraw such recognition; (14) to co-operate with any other University, authority or association or any other public orprivate body having in view the promotion of purposes and objects similar to those of the Universityfor such purposes as may be agreed upon, on such terms and conditions as may, from time to time, beprescribed; (15) to enter into any agreement for the incorporation in the University of any other institutionand for taking over its rights, properties and liabilities and for any other purpose not repugnant to thisAct; (16) to demand and receive payment of such fees and other charges as may be prescribed, fromtime to time; (17) to receive donations and to acquire, hold, manage and dispose of any property movable orimmovable, including trust or endowed property within or outside the Union territory of Delhi, for thepurposes or objects of the University, and to invest funds in such manner as the University thinks fit; (18) to make provision for research and advisory services; and for that purpose to enter into sucharrangements with other institutions or bodies as the University may deem necessary; (19) to provide for the printing, reproduction and publication of research and other work whichmay be issued by the University; (20) to borrow, with the approval of the Central Government, on the security of the Universityproperty, money for the purposes of the University; (21) to do all such things as may be necessary, incidental or conducive to the attainment of all orany of the objects of the University.
