The District Consumer Forum is the first-level quasi-judicial authority established under the Consumer Protection Act to adjudicate consumer disputes.   • Territorial Jurisdiction:
    Complaints can be filed in the District Consumer Forum that covers the area where:
    • The opposite party (seller/service provider) resides or carries business.
    • The cause of action (event leading to dispute) occurred.
    • The consumer resides or works.
  • Subject Matter Jurisdiction:
    The forum handles consumer disputes relating to:
    • Deficiency in goods or services.
    • Unfair or restrictive trade practices.
    • Charging excessive prices.
    • Defective or substandard products.
  • Types of Cases:
    The forum deals with complaints involving sale or supply of goods and services including medical services, housing, insurance, telecom, banking, and more.

Filing Procedure and Limits:

  • Complaints must be filed within 2 years from the date when the cause of action arises.
  • No lawyer is required; consumers can represent themselves.
  • The forum aims to resolve disputes swiftly, usually within 3 months after the opposite party’s reply.
