CARA grants accreditation to adoption agencies, known as Specialized Adoption Agencies (SAAs), which are authorized to handle adoption cases. It ensures these agencies follow ethical practices and meet the necessary standards for child care and adoption procedures.

CARA provides an online platform called CARINGS (Child Adoption Resource Information and Guidance System) to facilitate the registration of prospective adoptive parents and streamline the adoption process.
