What Is CARA's Role in Adoption?

Answer By law4u team

The Central Adoption Resource Authority (CARA) is the nodal body in India responsible for the regulation, monitoring, and facilitation of adoption processes. It operates under the Ministry of Women and Child Development and ensures that adoptions are carried out in accordance with the legal framework to safeguard the rights and welfare of children.

CARA's Role

Regulation and Monitoring

CARA regulates both domestic and international adoptions in India. It ensures that all adoptions comply with the provisions of the Juvenile Justice (Care and Protection of Children) Act, 2015 and the Hague Convention on Intercountry Adoption, 1993. The authority monitors adoption agencies and maintains a database of children available for adoption and prospective adoptive parents.

Accreditation of Adoption Agencies

CARA grants accreditation to adoption agencies, known as Specialized Adoption Agencies (SAAs), which are authorized to handle adoption cases. It ensures these agencies follow ethical practices and meet the necessary standards for child care and adoption procedures.

Facilitating the Adoption Process

CARA provides an online platform called CARINGS (Child Adoption Resource Information and Guidance System) to facilitate the registration of prospective adoptive parents and streamline the adoption process. It helps in matching children with suitable adoptive parents and ensures a transparent and efficient adoption process.

Safeguarding Children’s Rights

The authority plays a key role in protecting the rights of children by ensuring that they are placed in safe and nurturing environments. It takes measures to prevent illegal adoptions and trafficking by implementing strict regulations and oversight.

Awareness and Training

CARA conducts awareness programs, workshops, and training sessions for adoption agencies, prospective adoptive parents, and other stakeholders to promote ethical adoption practices and ensure the well-being of children.

Summary

CARA plays a crucial role in regulating, monitoring, and facilitating both domestic and intercountry adoptions in India. It ensures that the adoption process is transparent, ethical, and in the best interests of children.
