There is no age bar, no requirement of any special qualification, and no need to show any reason for seeking information. Even a minor (child) can file an RTI through their guardian. The only condition is that the applicant must be an Indian citizen. Foreign nationals, NRIs living outside India (without Indian citizenship), and foreign organizations are not eligible to file RTI applications. The RTI application can be filed with any public authority—this includes government departments, ministries, public sector undertakings, local bodies, educational institutions funded by the government, etc. The application can be submitted: In writing or electronically In English, Hindi, or the official language of the area By post, email (in some cases), or in person A small application fee (generally ₹10) is required, and the reply must be given within 30 days (48 hours in case of life or liberty concerns).
