Who can file an RTI application?

Any Indian citizen can file an RTI (Right to Information) application under the Right to Information Act, 2005. There is no age bar, no requirement of any special qualification, and no need to show any reason for seeking information. Even a minor (child) can file an RTI through their guardian. The only condition is that the applicant must be an Indian citizen. Foreign nationals, NRIs living outside India (without Indian citizenship), and foreign organizations are not eligible to file RTI applications. The RTI application can be filed with any public authority—this includes government departments, ministries, public sector undertakings, local bodies, educational institutions funded by the government, etc. The application can be submitted: In writing or electronically In English, Hindi, or the official language of the area By post, email (in some cases), or in person A small application fee (generally ₹10) is required, and the reply must be given within 30 days (48 hours in case of life or liberty concerns).

Only Citizens of India are eligible for making a request under the RTI Act, 2005. Thus, applicant has to give his/her citizen status along with the application. The request for information has to be made in writing, clearly specifying the information sought under the RTI Act.

Dear client, The Right to Information Act, 2005, is designed to provide a practical regime of right to information for citizens. The Act explicitly states that, subject to its provisions, all citizens shall have the right to information. A person who desires to obtain information under this Act is to make a request. The Act also define a "third party" as a person other than the citizen making a request for information [11(n)].
