E-invoicing under GST is a system where business invoices are electronically authenticated by the government before they are used for transactions. It is introduced under the framework of the Central Goods and Services Tax Act, 2017 and implemented through rules notified under GST. In simple terms, e-invoicing means that a company does not directly generate a “valid GST invoice” on its own. Instead, the invoice is first uploaded to a government-approved portal called the Invoice Registration Portal (IRP), where it is verified and given a unique identification number. Once approved, the system generates an Invoice Reference Number (IRN) and a digitally signed QR code. Only after this process does the invoice become legally valid for GST purposes. E-invoicing is mainly applicable to larger businesses whose turnover exceeds the prescribed threshold (as notified from time to time by the government). It is being implemented in phases, starting with large taxpayers and gradually expanding. Dear Client, E-invoicing under GST is a system under which B2B invoices are authenticated electronically by the GST Network through the Invoice Registration Portal (before they are used for commercial transactions. It is governed by Rule 48(4) of the CGST Rules, 2017. Under this system, a registered taxpayer generates an invoice in their own accounting software, uploads it to the IRP, and the IRP in return generates a unique Invoice Reference Number and a QR code after authenticating the invoice. The invoice is considered valid for GST purposes only once it carries this IRN and QR code. This process eliminates manual data entry at the time of filing GSTR-1 since the invoice data auto populates directly from the IRP into the GSTN system. The IRP also shares the validated invoice data with the e way bill system, eliminating the need to separately generate part A of the e way bill in most cases. E invoicing is currently mandatory for all registered taxpayers whose aggregate annual turnover exceeds Rs 5 crore in any preceding financial year. This threshold has been progressively reduced since the system launched in 2020. Starting from 500 crore, then 100 crore, 50 crore, 20 crore, 10 crore, and lastly 5 crore from August 2023. Companies that fall under this limit can opt for e-invoicing on their own accord. The essential documents that fall under the purview of mandatory e-invoicing would be the tax invoice, credit note, and debit note. Documents excluded from the e invoicing mandate include B2C invoices, delivery challans, financial credit notes, and invoices by certain exempted sectors like banking, insurance, and the goods transport agency sector. Non compliance with e invoicing requirements attracts a penalty of Rs 10,000 per invoice under Section 122 of the CGST Act, and the input tax credit claimed on a non compliant invoice can also be denied to the recipient.
