Include all the details of the incident and the officer's refusal to register the FIR. Legal Representation: Consult with a lawyer who specializes in criminal law. They can guide you on the appropriate legal actions to take, including filing a complaint with the higher authorities or approaching the court for a direction to the police to register the FIR. File a Complaint: You can file a formal complaint with the Judicial Magistrate or Metropolitan Magistrate having jurisdiction over the area where the incident occurred.
